Rationale
The cost of laying fibre to homes is huge, so not many people are attempting full roll-outs, and those that do are achieving monopoly or near monopoly status as a result.

Solution #1: Lay some pipes

Rather than having one set of fibre to everyone's houses, there should be municipal pipes laid in the streets that could carry power, glass fiber etc., and utilities would lease space in the pipes to lay their cables. The lease would be as little as possible to cover maintenance, but great enough that it will encourage non-users to retrieve their cables. This should dramatically reduce the cost of the last mile and allow more entrants in to the market.

Well it sounds like a good idea. Do you have a lot of piping lying around? Is that what this is all about?
